The Certificado de Instalación Eléctrica (CIE), commonly known as the boletín eléctrico, is a technical document issued by a licensed electrician certifying that an electrical installation complies with Spain's Reglamento Electrotécnico de Baja Tensión (REBT) — the Low Voltage Electrical Regulations.

When you buy a flat or a house, the new owner needs to transfer the electricity contract. The distributor requires a valid CIE to process the transfer.

The CIE (Certificado de Instalación Eléctrica) is the official Spanish electrical installation certificate. It is similar to an EICR in the UK — a document issued by a licensed electrician confirming the installation meets regulations.
No. The electricity distributor requires a valid CIE to connect a new supply point. For a simple contract transfer without modifications to the installation, a new CIE may not be strictly required if one already exists. However, in practice many distributors request it.
The CIE has no official expiry date. Private homes are not subject to periodic mandatory inspections by an OCA (Organismo de Control Autorizado). However, in practice many distributors require a recent certificate for certain procedures such as contract transfers or power increases.
